Changes proposed to Hackney Carriage and Private Hire Vehicle Specifications
You are being invited to have your say on proposed changes to our Hackney Carriage and Private Hire Vehicle Specifications.
What are the proposed changes?
The proposed changes include:
- Emissions criteria
- Required signage
- CCTV installation
- Window tint restrictions
- The upper vehicle age limits for different types of Hackney Carriage and Private Hire Vehicles, including Wheelchair Accessible Vehicles (WAVs) and Ultra-Low Emission Vehicles (ULEVs).
All changes are detailed in full on the council website and are now open for consultation.
Is the consultation open to everyone?
Residents are invited to comment alongside licensed trade, responsible authorities, and ward councillors.

Results will be collated and presented to members of the Licensing and Safety Committee for consideration, following the end of the consultation period later this year.
Councillor Mussarat Pervaiz, Cabinet Member for Communities, said:
“As a local authority, we have a duty to keep our residents safe, these proposed changes are designed to enhance the safety regulations already in place.
“This consultation provides an opportunity for the residents of Kirklees and anyone who uses the services of Hackney Carriages or Private Hire Vehicles in the borough to have their say on the proposed changes to the Hackney Carriage and Private Hire Vehicle Specifications policy.”
The consultation period will run until midnight on Wednesday 22 November 2023.
